In June 2017, California legislative bill AB-119 was signed into law, requiring employers, including UC, to provide unions with new and current employee information. The bill requires UC to provide the physical work location for all union employees.
At this time, UCI is working on an “AB-119 Project” to standardize the employee information reports and update the physical work location of employees. This project is a high priority project based on the passage of SB 270 which becomes effective July 1, 2022. Therefore, all UC locations have a deadline of December 31, 2021, to come into compliance.
UCI’s HR People Services Team will be reaching out to departmental contacts with a request to update rosters to include represented employees’ physical work locations. Your assistance in providing this valuable information is vital and greatly appreciated.
Q: What is AB-119?
A: AB-119 is a California bill which requires affected public employers to provide employment data including work location for all new hires and every 120 days for other employees to unions.
Q: Why are we doing this now?
A: The bill was passed in 2017. We now have an HR system which can track physical work locations. Unions will be using UCPath reports to gather information about their union employees. We are partnering with HR Workforce Relations and campus leaders to work on gathering information to be entered in UCPath. We understand that this request can be very cumbersome so we have created an EEC Service Now tool to assist with tracking and updating physical work location data.
Q: Are there fines?
A: Yes, fines can charge up to $10,000, which is currently being voted on (see Bill Text - SB-270 Public Employment: Labor Relations: Employee Information). Outside counsel suggests Project AB-119 to be completed by December 31, 2021 to reduce risks.
Q: Can I use the UCI directory information?
A: No, please contact union employee’s direct supervisor/manger to verify their physical office location. It is unlikely that the information in the UCI directory is granular enough (ex. Does not include floor information). In addition, our UCI Directory is publicly available. As such, there are cases in which employees have opted out of publishing their physical office location.
Q. What are the location codes I can use in UCPath?

Q: I see that there are location codes for each floor in my building. Do I have to provide the floor where union employees work?
A: Yes, UCOP Labor Relations has requested that all union employee location code assignments are tracked down to the floor level.
Q: Do we have to track what cubicle or office number a union employee is working in? I heard that tracking down to the cubicle level is happening at some campuses.
A: Tracking down to the cubicle or office number in UCPath is optional for UCI. Our Workforce Relations team opted not to make this a requirement as some offices do not have an easy way to administer this tracking.
Q: I have union employees working from home 100% and some who are hybrid, what location code do I use?
A: Use the following codes for the appropriate circumstance:
Q: I have union employees who are assigned various locations because they “float” or are required to work in multiple locations on a given day. What one location code do I assign them?
A: Please enter the UCI location code where their supervisor or leadership team is located. Their direct supervisor or office manager/coordinator/receptionist should be able to direct union representatives to their exact work location.
Q: I don’t see a UCPath location code available for our work/office address, what do I enter?
